Overview:

The Shift-In-Charge of the affected plant possesses first-hand knowledge of the incident and is immediately responsible for initiating necessary actions, including safe shutdown of the plant. They have authority to notify Fire & Safety, activate the emergency siren, and take measures to mitigate hazards. They must inform Sectional and Departmental Heads about the incident.

Role as Site Incident Controller:

• Acts as Site Incident Controller until Sectional Head / Departmental Head arrives.
• Coordinates all immediate emergency actions and guides plant personnel.

Immediate Actions:

1. Notify Shift Fire Supervisor: Call at 2222 to report the incident and request assistance.
2. Inform Senior Officials: Provide all relevant details about the incident.

In Case of Escalation:

1. Implement Emergency Control Measures: Consider wind direction and hazards to mitigate risk; safely shut down plant; adjust ventilation; deploy fire suppression as needed.
2. Notify Bagging Area Shift-In-Charge: Extensions 2562/2563 to request support and convey messages across the plant.
3. Request Reinforcements: Call for additional plant personnel from township.
4. Ensure Sectional Heads Report: Make sure all sectional heads report to their respective areas and await instructions.
5. Supervise Emergency Activities: Direct all emergency operations as per responsibilities above.
